An underground fuel tank is a liability buried in the ground. If it leaks, the cleanup cost is 10–50 times the tank price, and the station may be shut down by the environmental authority. Compliance is not optional paperwork-it is the engineering that keeps the liability at zero.
The SF double-wall structure
SF means steel inner shell + FRP outer shell. The steel inner carries the fuel; the FRP outer resists soil corrosion. Between them is a 3–5 mm interstitial space that connects to a leak detector. If the inner shell leaks, fuel enters the interstitial space and the alarm sounds. If the outer shell leaks, groundwater enters the interstitial space and the alarm sounds. Either way, the station owner knows before the product reaches the soil.
Leak detection systems
Vacuum decay: interstitial space held at −25 kPa; alarm if pressure rises
Pressure sensor: interstitial space held at +10 kPa; alarm if pressure drops
Liquid sensor: probe at the bottom of the interstitial space; alarm on contact
All three are acceptable; the key is that the alarm is continuous, audible and connected to a visible indicator.
Vapor recovery
Stage I: the tank truck connection uses a vapor return line so displaced vapor goes back to the truck, not the atmosphere. Stage II: the dispenser nozzle captures vapor during refueling. Local codes vary-some require both, some only Stage I. ZN's station package includes both where the permit demands it.
Cathodic protection
SF tanks with FRP outer generally do not need CP because the FRP isolates the steel from soil. SS (steel-steel) double-wall tanks do need CP, because the outer steel is in direct soil contact. If soil resistivity is below 50 Ω·m, even SF tanks may get a sacrificial anode as insurance.

"How often must leak detection be tested?" Monthly function test of the alarm, annual calibration of the sensor, and a full interstitial pressure test every 5 years or after any tank movement. The log must be kept for the life of the tank plus 5 years.
